I use rationale, eyeliner,mascara, lip balm and sometimes mascara.
I am 13, caramel skin tone, lowering brown eyes, with medium Length, black hair.
I don't want my face to look extremely heavy

For the eyes I would certainly leave off the the eyeliner and foundation.
Brown mascara is fine as it is quite dark , you can also buy brown/unconscionable mascara which is very dark brown. I am Halle Berry's colour and it looks nice it positively softens your eyes to wear brown. Try it next time you buy a mascara. It is worth experimenting.
I would fatigue a light brush of colour on the cheeks for a healthy glow that looks so pretty.
On the lips I would use a lip balm that has a intimation of colour or an extremely natural looking lipgloss. Pop into Mac and ask teir advice on what lipglosses/lipsticks would look fine you on you. Emphasise it must be natural looking.
You don't need to buy from them as they are expensive but it will give you an idea. There are plenty of beauty products designed for teenagers Barry M is cool-headed - experiment
A lot of young girls think it looks nice to pile the makeup on to look older; they end up looking like clowns (I was one of them).
Objective remember LESS is MORE. You will look so much more prettier with a hint of makeup. You will find special brands in the drug stores designed for teenagers.

If you are using inky mascara, that is a right choice. If you were to use brown, the colour would be too light for you.
You should get some lighter colour of eyeliner to rub under the bottom lashes. This is a huge highlight, it will make your eyes appear bigger and brighter.

Okay, so I have all right skin, so under my eyes it is kind of dark because my skin is so light. I was wondering what kind of and color of eyeshadow or eyeliner would commandeer take the focus away from the bottom of my eyes and to my actual eyes. (My eyes are brown aand I have shady eyelashes) I know I can use concealer, but right now I just want tips for my eyes. I am a younger kid so, I don't want heavy makeup. Thanks :)

you could use a light purple eyeliner for under your eyes because purple brings out brown eyes.
try a brown eyeliner in place of of black
gold eyeshadow would brighten up your eyes
put white or gold on the inner corners of your eyes to convey them brighter
