Sold my car, one check went through but the other didn't, now I cant reach the guy.?

So I sold my car for $9,000. He gave me two checks, one for $6,000 and one for $3,000. The first check went through, I was told he needed to convey some money over and wait a week to cash the other check. In good faith I accepted the deal. Duplicate check did no go through. Here is were I stand now. Guy has Original title, with a lien on it.(I got a letter I need to show secretary of state for them to interval the lien). A letter from me(so if he got pulled over) staying this car is in the process of being sold, just waiting on the checks to unequivocal. It has been over 2 months since I can get ahold of this guy(apparently he moved outta state, and took the car with him). I got a title reissued, so I remember the title is in my name still. The only thing I got for this guy is a phone number he never answers, and the location of his parents house(approximate on me). What should/can I do about getting my money? Also ain't I liable for whatever happens in the car considering its registered in my name? Thanks
FredM- The epithet wasnt signed, and also has a LEIN on it, so secretary of state wont just switch owners of the instrument. But thanks for your great help.
You could go to the parents, leak them you plan to repossess the vehicle if you don't get the money, maybe they will help you, tell them if he doesn't make amends move aside up the difference and you repossess it, he will lose the money he put into it, then you could also sue him, report the car stolen maybe, but that is a big maybe, most control will tell you it's a civil matter.
If the parents have the money, I would go to them first, they may just pay you the difference to keep their son out of trouble, if they don't ask for a known address, if they refuse, tell them you will have to go to court, and unfortunately, drag them into it for helping him evade you.
All or none could industry. Me, I would just go after the parents, they will be his weakest link.

How can someone find out if they didnt qualify for the full stimulus check where it went?

One of my co-workers didn't prepare for the full refund for the Stimulus check? Is there any way were it will give detail info to wear it went?
